Landscaping in Sparkill, NY

Sparkill is a creek valley with older homes and stone walls that predate anyone alive. We rebuild those walls, manage creek-side drainage, and fit patios and fencing to narrow, sloped lots.

Sparkill, NY

Working in Sparkill

Sparkill is a small hamlet in the Town of Orangetown, about half a square mile with roughly 1,600 residents, between Tappan, Palisades, and Piermont near the Hudson. Route 9W, Route 340, and County Route 8 run through it. The hamlet takes its name from Sparkill Creek, which passes through the Sparkill Gap, the only sea level break in the Palisades, on its way to Piermont Marsh.

The creek starts as runoff from Clausland Mountain and drains about 11 square miles of watershed through the hamlet. The town has photographed flooding behind the Sparkill firehouse after Hurricane Irene, and the local watershed group lists flooding, bank erosion, and silt as the creek's main problems. What runs off each yard ends up in that creek.

Sparkill has homes and buildings from several eras, including the Hopson-Swan Estate from 1850 and churches built in 1865. Older properties often come with stone walls, tight lot lines, and ground that drops toward the creek. Work here is mostly rebuilding what is failing, slowing runoff before it reaches the water, and fitting usable outdoor space into small yards.

What we build in Sparkill

Rebuilding a failing stone wall

Old fieldstone walls lean and spill when water has been pushing behind them for decades. We take the wall down, sort and keep the stone, set a compacted footing and drainage stone with a pipe behind it, and rebuild the face with the original stone at 4 feet or less. Orangetown requires a building permit for walls, so we file before work starts.

Hardscape & Lighting

Slowing runoff before it reaches the creek

Water from roofs and driveways on the slopes above the creek carries soil with it. We regrade to spread the flow, run downspouts to a dry well or a stone outlet away from the bank, and cover bare ground with seed and erosion control blanket so silt stays on the property.

Drainage & Excavation

Small patio with a fire pit

Sparkill yards rarely have room for a large patio, so we make a compact one work harder. A bluestone or paver terrace held by a low wall, a fire pit sized to the space, and steps back to the house cover most requests.

Outdoor Kitchens & Living

Fence on a narrow lot

Orangetown does not require a permit for fences 6 feet or under on a one or two family lot, but front yard fences are limited to 4 1/2 feet. We locate the lot lines, step panels with the grade, and keep corner lots clear of anything over 2 1/2 feet inside the sight triangle.

Fencing & Privacy

Fall cleanup set for the town vacuum

Orangetown's leaf crews vacuum loose leaves piled on the lawn within the first 10 feet of the property. We clear beds and lawn and pile the leaves in that strip before your section's pickup, and after the final pass we bag the rest in paper bags.

Seasonal & Specialty

Basement cleanout after high water

When the creek comes up and a basement takes water, soaked furniture and boxes need to come out fast. We carry it out, haul it away, and clear the yard of storm debris at the same time.

Before you build in Sparkill

Lots and soilSparkill is a creek valley of older homes on narrow, sloped lots between Tappan and Piermont. Many properties have fieldstone walls that are a century or more old. Soil is heavy near the creek and thin over rock on the slopes.
WaterThe Sparkill Creek runs through the middle of the hamlet and rises fast in storms. Creek-side yards get saturated and sometimes flood, and the slopes above send runoff down through every lot on the way to the creek.

Permits and rules in Sparkill

Sparkill is a hamlet of the Town of Orangetown, so permits go through the Orangetown Building Department. Town code requires a building permit for all fences and walls, except fences 6 feet or under on a lot with a one or two family house, which means retaining walls and garden walls need a permit. Fences and freestanding walls in a required front yard are limited to 4 1/2 feet, and a fence over 6 feet in a side or rear yard must be set back two thirds of its height. Height is measured from average finished grade as the Building Inspector determines it.

Any new or changed driveway connection to a town road needs a written permit from the Superintendent of Highways and a field meeting to settle grades, drainage, and sight distance. The town installs storm drainage and paves between the edge of the road and the right of way line where needed, and any other opening in the road requires a separate road opening permit. We coordinate those steps when a project touches the street.

Work near Sparkill Creek has extra layers. Streams on the Rockland County Official Map fall under the Rockland County Drainage Agency for work within 100 feet, and lots in the mapped flood zone need floodplain review. We keep drainage outlets and grading back from the bank and prepare the permit drawings for the rest.

When to schedule work in Sparkill

Orangetown's town wide fall leaf pickup started on November 3 in 2025 and covers leaves only. Leaves go on the lawn within the first 10 feet of the property, never on the road, and after the final pass following December 1 all leaves must be bagged. Separate green waste pickups start on Mondays by section, material goes out no more than five days early, and the town does not collect grass.

Wall rebuilds and drainage work go best from late spring into fall, when the creek is lower and the soil near it has dried out. Stone walls should be finished before the ground freezes so the new footing settles under dry conditions. Snow removal and salting run through the winter, and we keep plowed snow off walls and away from the creek bank.

Questions

Do I need a permit for a fence in Sparkill?

Not for a fence 6 feet or under on a one or two family lot. Front yard fences are still limited to 4 1/2 feet, and taller fences in side or rear yards must be set back from the line.

Does a stone or retaining wall need a permit in Orangetown?

Yes. Town code requires a building permit for all walls, so we prepare the drawings and file before starting.

Can an old Sparkill stone wall be rebuilt with the same stone?

Usually. We sort and reuse the original stone, but the footing and the drainage behind the wall are new, which is what keeps it standing.

What height limit applies on a corner lot?

Nothing over 2 1/2 feet in the triangle formed by points 35 feet from the corner, except a mostly open fence. We check this on every corner property.

Can you connect a driveway or drain to the street?

A new driveway connection needs a written permit from the Orangetown Superintendent of Highways and a site meeting on grades and drainage. Other cuts into the road need a road opening permit.

How close to Sparkill Creek can you work?

Work within 100 feet of a stream on the county map needs a Rockland County Drainage Agency permit. We keep outlets and grading back from the bank wherever we can.

How should leaves be put out in Orangetown?

Pile loose leaves on the lawn within the first 10 feet of your property, not on the road. After the final vacuum pass, leaves must be bagged in paper.

Can you clear out a basement after the creek floods?

Yes. We remove soaked furniture, carpet, and boxes, haul it away, and pick up storm debris from the yard.
