Landscaping in Pearl River, NY
Pearl River is flat, dense, and heavily built, so most projects are within a few feet of a property line. We work from the survey, handle Orangetown permits, and build fences, patios, and privacy screens that keep the neighbors happy.

Working in Pearl River
Pearl River was laid out in the 1870s by Julius Braunsdorf, who gave land to the railroad, drew Central Avenue through the middle of town, and built housing for the workers at his factory. The streets near downtown still follow that grid, with houses set close together. At the 2000 census the hamlet had about 820 housing units per square mile, so most yards here are small and bordered on every side.
USDA maps show Wethersfield soils across much of Pearl River, gravelly silt loam and loam formed in glacial till, much of it mapped together with urban land. The upper soil is rated well drained, but it sits on dense till that slows water down, so the same yard can drain fine in July and hold puddles in March. Most post holes turn up gravel and stones.
Muddy Brook is the main stream in Pearl River, and the place was called Muddy Creek before the name changed. Low lots near the brook are where standing water and damp basements show up first. On the flatter blocks, there is often little natural fall, so water has to be given a path to a storm sewer or another lawful outlet.
What we build in Pearl River
Fence on the property line
In Pearl River the new fence usually runs along a neighbor's yard on three sides. We find the survey pins, stake the line, and keep the fence at 6 feet or under in back and 4 1/2 feet or under in front, which keeps a typical job clear of an Orangetown building permit.
Fencing & PrivacyPaver patio for a small backyard
A Pearl River patio has to fit the yard without taking all of it. We size it to the house and the lot, excavate to firm ground, build a compacted stone base, lock the edges with a restraint, and pitch the surface so water runs to your lawn and not toward the neighbor.
Hardscape & LightingRerouting roof and sump water
Orangetown's sewer code prohibits roof leaders, footing drains, and sump pumps from discharging into the sanitary sewer. Outside the house, we run that water in solid pipe to a storm sewer or another outlet the town allows, or to a dry well where the soil takes water, and a licensed plumber handles any change inside the house.
Drainage & ExcavationStep-down retaining wall
Some Pearl River lots drop a few feet at the back or along one side. Orangetown requires a building permit for retaining walls, so we draw the wall on your survey, file the application, and build it at 4 feet or under with drainage stone and a pipe behind it.
Hardscape & LightingPlanted privacy screen
Where a fence cannot go taller, a row of evergreens can add height behind it. We plant arborvitae or similar screening trees along the fence or patio edge, set them far enough off the line to grow, and mulch the bed so the roots stay moist.
Fencing & PrivacySpring cleanup on the green waste schedule
Orangetown picks up green waste by section on scheduled Mondays, and material can go out no sooner than five days before. We time spring and summer cleanups to your section, bag leaves and yard debris in biodegradable bags, and haul away grass, which the town does not collect.

Permits and rules in Pearl River
Pearl River is a hamlet in the Town of Orangetown, so the town's Office of Building, Zoning, Planning, Administration and Enforcement issues permits here. Applications need a survey or plot plan and the contractor's Rockland County license, workers' compensation, and disability coverage, and we prepare that package.
Orangetown's zoning code requires a building permit for all fences and walls, except fences 6 feet high or less on a one- or two-family residential lot. Retaining walls are on the town's permit list. In the front yard a fence or freestanding wall can be up to 4 1/2 feet tall, and a fence over 6 feet in a side or rear yard must be set back from the line by two-thirds of its height. On a corner lot, nothing over 2 1/2 feet tall can sit inside the triangle 35 feet back from the corner along each street line, other than a see-through fence.
Work that touches the town's side of the property, such as a new driveway entrance, curbing, sidewalks, footing drains, or a storm sewer connection, goes on a separate Sewer and Highway Department application, and both departments want 72 hours' notice before each item is built. Stormwater has to go to a storm sewer or a natural outlet the town approves, never into the sanitary sewer.
When to schedule work in Pearl River
The dense till under Pearl River yards stays wet into spring, so we schedule drainage and patio excavation from late spring through fall and use the wet months to look at where water collects. Fences go in most of the year, as long as the ground is not frozen at post depth.
Orangetown's fall leaf program starts in early November, and it is for leaves only. Piles go on the lawn within the first ten feet of the property, never on the road, and after the final pass that follows December 1, leaves have to be bagged in biodegradable bags. We plan the last fall cleanup for early November so your leaves are out for the vacuum trucks.

Guides for Pearl River homeowners
- Yard drainage in Rockland County. Most wet yards in Rockland come down to clay soil, a bad grade, and roof water with nowhere to go.
- Fence permits and property lines. A fence is one of the few projects where a few inches of placement can start a legal dispute.
- Downspout drainage options: where roof water should go. Most wet basements and soggy foundation beds we look at in Rockland and Bergen start at a downspout that empties within a foot or two of the wall.
- Regrading a yard to slope away from the house. When the ground next to a house is flat or tilts toward the foundation, rain runs to the wall and soaks in beside it.

Questions
Do I need a permit for a fence in Pearl River?
Not for a fence 6 feet or lower on a one- or two-family lot. Taller fences need an Orangetown building permit and a setback from the line of two-thirds of the fence height.
How tall can a front yard fence be in Pearl River?
Up to 4 1/2 feet. On a corner lot the limit drops to 2 1/2 feet inside the 35 foot sight triangle at the corner, unless the fence is see-through.
Does a retaining wall need a permit in Orangetown?
Yes, retaining walls are on Orangetown's building permit list. We draw the wall on your survey and file the application before we build.
Can my sump pump drain into the sewer line?
No. Orangetown's sewer code prohibits sump pumps, roof leaders, and footing drains from discharging into the sanitary sewer. We route that water outside to a storm sewer or another lawful outlet.
Why does my Pearl River yard hold water only in spring?
The soil drains near the surface but sits on dense till, and in spring the ground above that layer is already full. Once it saturates, new rain has nowhere to go until the grade or a drain gives it a path.
Does the town pick up grass clippings?
No. The Orangetown Highway Department does not collect grass or thatch, so we bag and haul it as part of the cleanup.
When do leaves have to be bagged in Orangetown?
After the final vacuum pass that follows December 1. Before that, loose leaves can go on the lawn within ten feet of the street.
